The steam heating coil is one of the most basic and essential components of any HVAC system. If it goes faulty then the unit will not be able to make the back and forth transition of the refrigerant from gas to liquid and vice-versa, making it impossible for the unit to absorb the heat and cool down the overall temperature indoors. Frost on the coil prevents it from working properly, leading to shorter cycling. This can put extra load on the unit and cause a spike in energy bills. Just replace the coil and that does the job.
